NEW Solutions connects experienced workers (ages 55+) with the USDA Agricultural Research Service (ARS). These experienced professionals provide administrative, scientific, and technical support to the Agricultural Research Service through the Experienced Worker Program (EWP).

Positions listed here do not guarantee employment for any definite period. Enrollment in the Experienced Worker Programs administered by NEW Solutions is temporary. The enrollment relationship between NEW Solutions and the Enrollee is an ?at-will? relationship. This means that an Enrollee is free to terminate enrollment at any time during the enrollment period, and NEW Solutions and the Agency have the right to terminate the relationship with the Enrollee.

PLEASE NOTE: An ?Enrollee? is not a federal employee, nor an employee of NEW Solutions. An ?Enrollee? is a participant in a grant program established through a Cooperative Agreement funded by the agency and administered by NEW Solutions.

Qualifications:

Minimum of 20 year(s) of experience in Engineering design, construction and operations. OR BA/BS Degree in Engineering

  • Registered Professional Engineer Preferred.
  • Autodesk Investor and Siemens Desigo CC Software
Duties:

The work performed is focused on supporting research projects and facility upgrades at ERRC by developing laboratory and equipment designs, input and expertise to plan facility utilization projects, develop repair and modernization proposals and providing engineering and system expertise. Additionally, the enrollee shall not sign federal documents, authorize the use of federal funds, nor initiate or conduct federally funded research projects. The enrollee shall not author articles for publication as a federal employee, nor coordinate scientific research between the Government and private industry. The enrollee shall not present themselves as a Government employee or Government representative at meetings both foreign and domestic or when coordinating federal agencies? areas of research. The enrollee shall not make decisions on federally based research on behalf of Government policy makers, and the enrollee shall not supervise any Government employees.

  • Develops laboratory and research equipment designs for upgrades and changes in usage including analysis of research requirements, facility biosafety requirements. Provides professional advice and expertise to Center Director, Researchers, Engineers, and Facility Operation Specialists. Provides professional input developing long and near-term plans for facility utilization including Capital Project Repair Plan (CPRP), Location Facility Spending Plan (LFSP), and other planning documents as arise.   30%
  • Develops Repair and Modernization (R&M) project proposals for approval and acquisition. Develops statements of Work (SOW), drawings, specifications, and 252 Independent Government Cost Estimates (IGCE). Provides professional expertise to Center Engineers developing documents supporting these efforts. Reviews and provides input to design packages developed by others.   25%
  • Provides engineering expertise to Center personnel. Monitoring and inspecting progress of select contracted operations and maintenance projects.   25%
  • Provides engineering and system expertise to Center personnel, developing required reports submitted to Agency and Regulatory Authorities.   15%
  • Provides expertise to Center personnel maintaining Facility Project, asset Management, and property records.   5%
