Manager of Workforce Development

JOB SUMMARY:

The Manager of Workforce Development is responsible for leading and delivering training and development programs across RTS and its subsidiaries. This role plays a key part in assessing company-wide training needs, driving initiatives, and identifying effective learning solutions for employees.

In this capacity, the Manager will design and/or facilitate a range of training programs, including technical skills, soft skills, safety, and required annual compliance training for various roles within the organization. Additionally, this position may support trainees in preparing for CDL licensure as needed.

 

COMPENSATION: $80,000-$85,000 annually (depending on experience)

REPORTS TO:  Director of Recruitment and Workforce Development

 

SUPERVISES:  Workforce Development Specialists

 

ESSENTIAL FUNCTIONS:

  • Proposes training and development programs and objectives.
  • Develops and monitors spending against the departmental budget.
  • Coordinates with vendors and staff for training related meetings and/or events.
  • Obtains and/or develops effective training materials utilizing a variety of media.
  • Assists to implement and develop corporate training programs.
  • Trains and coaches Workforce Development Specialists and others involved in employee development efforts.
  • Leads the implementation and ongoing management of the company’s Learning Management System (LMS) to ensure effective course delivery, tracking, and reporting.
  • Manages the usage of the LMS and develops curriculums that can be job specific or employee specific to manage performance gaps and developmental needs.
  • Oversees the creation, administration, and tracking of courses within the HCM System (UKG).
  • Works with other departments to create training modules and curriculums.
  • Researches, develops materials, and implements training programs as required by entities such as FMCSA or NYS DMV.
  • Serves as a liaison with Federal, State, Transit Agencies, or other organizations as needed.
  • Plans, organizes, facilitates, and orders supplies for employee development and training events.
  • Conducts follow-up studies of all completed training to evaluate & measure results.
  • Modifies programs as needed.
  • Exemplifies the desired culture and philosophies of the organization.
  • Works effectively as a team member with other members of management and the People Department staff.

 

ADDITIONAL RESPONSIBILITIES:

  • Track mandatory annual training and maintain training records.
  • Ensure new Operators are fully trained in transit operations, safety standards, and CDL requirements.
  • Manage FMCSA ELDT compliance and record-keeping.
  • Coordinate new hire orientation and assist in system safety plan implementation.
  • Provide training for Bus Washers, Regional Operators, and Mechanics, including CDL and tow truck licensing.
  • Support post-accident training and serve as a backup for safety committees.
  • Deliver workforce development training across various departments.
  • Perform other duties as assigned.

 

EDUCATION & EXPERIENCE:

  • Associate’s Degree from an accredited college
  • Minimum of 3 years training experience preferred.
  • Minimum of 2 years supervisory experience.
  • An equivalent combination of education and experience sufficient to successfully perform the essential duties of the role.

 

REQUIREMENTS:

  • Minimum of Class D Driver’s License required.
  • Employees of this classification are designated as safety sensitive under FTA Rules and Regulations and subject to Drug and Alcohol Testing in accordance with company and federal rules.
  • The successful candidate must obtain a Class B License with a passenger endorsement and no airbrake restriction within 12 months from hire date.
  • After obtaining their CDL B license, and after 18-months of licensure, the employee must apply for and receive New York State Article 19A certification as a Certified Examiner within 6-months after the 18-months of CDL licensure has passed.
  • Will be required to pass NYS DOT B.A.I.T.F.I.S.H. Training.

  • Must possess excellent personal computer skills including proficiency with Microsoft Office (PowerPoint, Word, Excel, Outlook, Teams) and web-based programs.
  • Experience with HCM software (UKG preferred) is a plus.

The employee is occasionally required to stand, walk, reach with hands and arms, and stoop, kneel, crouch, or crawl.

Must be able to occasionally stand for extended periods while working with trainees on the bus. May require periods of time working outside in all types of weather, and standing on uneven surfaces, moving, and, pushing/pulling up to 50 pounds. The employee must regularly lift and/or move up to 10 pounds.

The noise level in the work environment is usually moderate. May require travel within workforce delivery area boundaries.
