Human Resources Lead

Inland Respite, Inc. is a company dedicated to serving the developmentally disabled population. Inland Respite, Inc. currently has the opportunity for an Human Resources Lead to join our team in Corona, CA.
 
Position Scope:
The HR Lead position, under general direction from the Human Resources Supervisor or their designee, will perform a variety of human resource-related duties assigned to recruitment, onboarding, workers compensation, internal communication, discipline, disseminating policy, employment compliance issues, audits, and other duties as assigned. Subsequently, this position will be responsible for supervising employees within the Human Resources Department.
 
Essential Duties:
  • Supervise employees within the Human Resources Department.
  • Recruit, interview, and select care providers for current positions; accurately screen all care providers; checks all references; and assures all hired care providers can meet employment obligations (i.e. current insurance, CPR/First Aid, etc.).
  • Assists the training unit with conducting care provider orientations, as needed.
  • Conduct exit interviews in a timely manner.
  • Periodically assists in the enrollment of care providers into CPR/First Aid classes.
  • Coordinate/obtain required TB tests and Live Scans for potential/existing care providers (if applicable).
  • Assist with ensuring compliance with organizational practices (i.e. reference checks, conditions of employment, internal and external audits, etc.).
  • Assist with oversight for non-billable audits; ensure that all entries are made in a timely manner.
  • Monitor sexual harassment training website; ensure that new hires are added to the sexual harassment training site; ensure that terminated care providers are deactivated from the sexual harassment training site.
  • Responsible for consistently reviewing and maintaining care provider files assuring that all personnel transactions are accurately entered, completed, and documented in a timely manner.
  • Assist with the oversight of work injury reports and documentation; maintain separate confidential files for all worker's compensation claims.
  • Process personnel changes and Personnel Action Notice (PANs) (for care providers) in an accurate and timely manner. 
  • Assist with the review and audit of care providers' timecards; substantiate address, time slots and hours; verify parent's signatures; follow-up and resolve timecard errors (incomplete and/or incorrect).
  • Assist with creating, generating, and distributing labor turn-over reports in a timely manner.
  • Ensure that care providers are terminated after an established inactive timeframe; create inactivity reports.
  • Responsible for distributing information to care providers (i.e. health insurance, 401k, and other associated benefits); ensure that all submitted forms are entered and maintained accurately.
  • Assist with compiling and resolving employee incident reports; follow up and assist with investigations as needed; maintain accurate documentation.
  • Reinforce the company's policies, rules, and procedures to ensure care provider safety.
  • Support care providers when human resources/employee relations issues arise.
  • Adhere to general guidelines required by Cal-OSHA.
  • Maintain interdepartmental communication, and ongoing communication with care providers.
  • Maintain ongoing communication with Human Resources Supervisor and provide updates as it relates to trends, risks, challenges, best practices, and regulatory changes.
  • Ability to function appropriately within all HR-related company platforms.
  • Continuously strive to provide excellent customer service, interpersonal communication and serve as a source of accurate information.
Supervisory Duties:
  • Supervise and maintain qualified staff.
  • Clearly communicate corporate expectations of performance and accountability.
  • Determines and assesses standards of performance as a basis for annual performance reviews.
  • Develops and communicates concise, evident, achievable, and timely performance outcomes.
  • Ensures that employees receive the appropriate training and are provided the necessary tools to succeed.
  • Fosters a cooperative and harmonious working environment to maximize employee morale and productivity.
Secondary Duties:
  • Assists in other administrative areas of the organization when needed.
  • As needed, provide coverage for HR Coordinators; ensure that caseloads are maintained in the absence of the assigned HR Coordinator.
  • When called upon, will assist in conducting CPR/First Aid classes, as needed.
  • May periodically attend job fairs and other recruitment venues for care providers.
  • Occasionally, assists with on-the-job training when new departmental staff members are onboarded.
  • Attend all mandatory meetings in a timely manner.
Education, Experience and Skills Required:
  • High school diploma or equivalent (GED) plus an Associate's Degree in human resource management, business administration, or a related field of study (2 years of experience may be substituted for 1 year of post-secondary education).
  • A minimum of 1-2 years of experience in a supervisory role.
  • Practical experience in human resources (1 year); knowledgeable in general employment law.
  • Ability to read, write and communicate effectively in English and Spanish (Bilingual Required).
  • Ability to type 30 wpm and do basic business arithmetic.
  • Excellent organizational, time-management, and problem-solving skills.
  • Practical application of MS Excel, MS Outlook, MS PowerPoint, MS Word, and MS Teams for Windows required.
  • Practical application of HelloSign and/or DocuSign and other cloud-based e-signature solutions/digital platforms.
  • Ability to use standard office machines such as a personal computer, calculator, copier, fax machine, telephone, etc.
  • Ability to utilize video and audio conferencing and online chat-based platforms such as Zoom.
  • Valid California Driver's License.
  • Valid Auto Insurance.
Physical Requirements: Visual/hearing ability sufficient to comprehend written/verbal and telephone communication. Ability to sit for long periods, standing, computer entry, walking, repeated bending, lifting, and carrying up to 20 lbs, reaching. Ability to travel within and outside the county as needed.
 
Environmental Requirements: Must be able to work indoors in a predominately sedentary position.  Wide range of physical motion required to include bending, twisting, standing, walking, carrying boxes and supplies, sitting for long periods of time, answering the telephone, using hands to type and enter data and perform a wide range of office and clerical duties.  Also, must be able to greet staff members, participants, and community members in a pleasant and professional manner on a consistent basis.  Must consistently maintain composure and meet office challenges with maturity, objectively and always strive to deliver the utmost in customer service.
 
Scheduling and Availability:  Working hours generally are from 8:00 am to 5:00 pm, Monday through Friday with an hour lunch. Employee must be willing to work overtime when requested and willing to assist other departments during staffing shortages as needed.  Position is 40 hours per week.
