The United States Geological Survey (USGS) Experienced Services Program (ESP) was established to create a unique partnership to help solve the workforce issues facing government agencies. The USGS ESP connects experienced workers (age 55+) to provide scientific, technical, and administrative services in support of the USGS mission. The experienced workers participating in the ESP are referred to as ?enrollees? and are not employees of USGS or National Experienced Workforce Solutions (NEW Solutions). NEW Solutions is the ESP non-governmental organization responsible for administrative aspects of the ESP, and the enrollees work under USGS direction based on the functions in this job description. USGS ESP enrollees benefit from the opportunity to mentor and to engage in gainful project-based work, and to undertake meaningful tasks using their experience and talent to contribute to the environment, the national economy and their own financial security. A background security investigation may be required prior to start date. Location, hours and hourly pay are noted in this position description. USGS ESP positions are meant to provide temporary support with this position being funded for approximately 1040 hours at 20 hours per week. Qualifications:Minimum of 30 year(s) of experience in International water resources investigations OR MA/MS Degree in Hydrogeology, Geophysics OR Previously completed training in Hydrogeology, geophysics, groundwater flow modeling. - Professionally certified Geologist and Hydrogeologist. More than 20 years experience in dealing with US State Department, USAID, NGOs, and external government entities as well as USGS program implementation in Afghanistan, Ethiopia, Kenya, Madagascar,Mexico, and United Arab Emirates. Expert in all aspects of water resources investigation and management. TS-SCI
- Experience required with Windows, MS Word, MS Excel, MS PowerPoint, ARCVIEW (GIS), MS SharePoint, MS Teams, MS Outlook, Adobe
- MODFLOW, ArcGIS
Duties:Assist the Director, OIP and the OIP International Water Specialist, by performing project management functions implementing the Los Planes Watershed Project, in Baja, Mexico, and assist with mineral and water resource issues related to the Afghanistan Project. Advise the Director, OIP and the OIP International Water Specialist on an as needed basis.
The enrollee will use their international program management, and hydrogeologic expertise to assist with ongoing projects in the Office of International Programs. To execute this assistance, the enrollee will participate in meetings with external governments, project cooperators, the US Agency for International Development, the US State Department, and US Embassies oversees. The enrollee will transfer knowledge and experience from the identified projects (and similar) to the other members of the project staff, and assist OIP leadership with expert advice and counsel based on that knowledge and experience.

- Assist with USGS Afghanistan project related issues 10%
Other:- Annual required security training for security classification and training needed to maintain IT credentials.
- Travel Requirements: Travel is occasionally required. Travel may be needed domestically to manage and train project staff; international travel may be needed to meet with project cooperators and to provide on-site project management, capacity building, and mentoring. All International Travel will be conducted through the Invitation Travel Process.
- Overnight travel: Infrequently, on an as need basis. If travel is needed, it will be overnight.
- Air travel anticipated: Infrequently, on an as need basis. If travel is needed, it may be for a week or more when international travel is required.
- Rental cars: Rental cars are required occasionally . Generally the travel period is one week, two or three times a year.
- Health and Safety Considerations: If international travel is required, USGS and State Department requirements mandate completion of a safety course, Counter Threat Awareness Training (CTAT/CT401). Periodic first-aid, CPR, and AED training. All International Travel would be conducted through Invitational Travel Process.
- Physical requirements: Physical requirement are mainly sedentary however occasional hiking over rough terrain is required. Travel in vehicles (taxi, primarily) and planes may be needed to accomplish tasks.
