This is a hybrid position working out of Rochester, NY.

 

JOB SUMMARY:

The Procurement Analyst II is responsible for developing and executing sourcing strategy, evaluating product offerings, recommending suppliers, and negotiating contracts for assigned categories or departments.

 

REPORTS TO:  Manager of Procurement

 

COMPENSATION: $31.25 - $33.65 per hour (depending on experience)

ESSENTIAL FUNCTIONS:

  • Gathers business requirements, makes decisions on approach to meeting internal customer needs for goods and services, and assists in identifying potential suppliers.
  • Prepares specifications and contract terms & conditions in a manner that ensures compliance with all related laws and regulations.
  • Procures services and commodities by preparing and publishing solicitations, conducting pre-bid/proposal meetings, overseeing meetings/interviews, negotiating contracts, and documenting the procurement process undertaken.
  • Evaluates proposals/quotes based on offering quality, cost, or other criteria and making contract award recommendations that are best suited to meet the organization's requirements. Preparing resolutions for RGRTA Board of Commissioners, when necessary.
  • Conducts market research, providing cost and price analysis, adhering to and implementing regulations and policies and documenting contract activity.
  • Conducts necessary market analyses to test the noncompetitive assumptions of requisitions when requested.
  • May oversee tactical purchasing operations, such as the issuance of purchase orders.
  • Ensures compliance with State and Federal procurement requirements, policies and practices.

 

ADDITIONAL RESPONSIBILITIES:

EDUCATION & EXPERIENCE:

  • Associate's or Bachelor's degree from an accredited college/university.
  • Two (2) to four (4) years' work experience in a purchasing, public administration, or financial position.
  • Experience with government purchasing requirements is a plus, but not required.
  • An equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above.
