Qualifications:

Minimum of 3 year(s) of experience in organizational management, design and/or business process improvement. OR AA Degree

  • Proficient knowledge in applying human resources rules and regulations pertaining to organizational development and planning. Preferred but not required: Lean Six Sigma certification.
  • Experience required with Windows, MS Word, MS Excel, Power Point
Duties:

Provide support with program and project management within the Research, Education and Economics (REE) business center operations, organizational design. and strategic planning to strengthen process improvement and business operations across the organization as well as helping to design new innovative business processes to ensure maximum effectiveness of program delivery and customer initiatives. The enrollee shall not sign federal documents, authorize the use of federal funds, nor initiate or conduct federally funded research projects. The enrollee shall not author articles for publication as a federal employee, nor coordinate scientific research between the Government and private industry. The enrollee shall not present themselves as a Government employee or Government representative at meetings both foreign and domestic or when coordinating federal agencies? areas of research. The enrollee shall not make decisions on federally-based research on behalf of Government policy makers, and the enrollee shall not supervise any Government employees.   • Assist with designing, executing and supporting evaluation of business operation activities in support of the Research, Education, and Economics (REE) business center on change management initiatives by applying sound organizational development methods and advises on complex business operation initiatives involving aspects of organizational design and project management.   25%
  • Provides assistance and support in developing a comprehensive framework for developing innovation and strategic planning. Assist with outlining as executable project plan and conducting monthly project performance assessments.   25%
  • Assists with analyzing, reviewing and evaluating internal administrative business practices and policies to ensure efficiency, effectiveness, economical; and consistent processes with DAAFM programs. Reviews and evaluates proposed standard operating procedures and ensures sound implementation plan and strategy.   25%
  • Provides oversight, coordination, and management efforts for appropriate documentation on project management software, research progress reports, and analytical reports. And conducts other Business Analyst duties as assigned.   20%
  • Submit biweekly status reports to the Monitor including an accounting of hours. Meet with the Monitor regularly to review the most recent status report and discuss any issues or concerns. Provide monthly reports detailing accomplishments, on-going efforts, future planned efforts and any other metrics.   5%
