The Fish and Wildlife Service Experienced Services Program was established to create a unique partnership to help solve the workforce issues facing government agencies. The Fish and Wildlife ESP connects experienced workers (age 55+) to the Fish and Wildlife Service to provide scientific, technical, and administrative services in support of the Fish and Wildlife Service priority multiple-use related programs and authorities. The experienced workers participating in the Program are referred to as Enrollee and are not employees of FWS or National Experienced Workforce Solutions (NEW Solutions). NEW Solutions is the ESP Non-governmental organization (NGO) responsible for administrative aspects of the Program, and the Enrollees work under Fish and Wildlife Service direction to assist the Agency staff in carrying out the Fish and Wildlife Service mission. Fish and Wildlife Service ESP Enrollees benefit from the opportunity to keep technical skills current, to access new training opportunities, to engage in gainful project-based positions, and to undertake meaningful tasks using their experience and talent to contribute to the environment, the national economy and their own financial security. Background security investigation may be required prior to start date. Location, hours and hourly pay are noted in this position description. FWS ESP positions are meant to provide temporary, project-based support. This position is currently funded for approximately 320 hours at 40 hours per week. (this is subject to change based on budget and other factors). Local Applicants Only. Some telework allowed. Will be onsite work at refuges in MN and MI, as well as prep of equipment at regional office in Bloomington MN.

Qualifications:

Minimum of 2 year(s) of experience in surveying OR BA/BS Degree in geography, cartography, surveying, mapping

  • Ability to use Trimble Real Time Kinematic (RTK) GPS and Sontek M9 to collect topographic and bathymetric data in the field.
  • Experience required with Windows, MS Word, MS Excel
  • ArcGis, Hypack
Duties:

Topographic and bathymetric surveys of refuges within Region 3. Work will include organization and calibration of equipment, conducting on-site surveys using either topographic survey and/or bathymetric survey equipment, processing data, and developing Light Detection and Range (LiDAR) integrated digital elevation models (DEM) and inundation maps using the survey data.

  • Pre-trip planning (ensuring equipment is working properly, developing transects)   25%
  • Conducting the survey (adhering to pre-determined resolution requirements, following safety procedures)   45%
  • Processing the data (removing outliers, averaging or 'smoothing' data as needed)   15%
  • Producing DEMs and inundation maps based on new survey data and LiDAR   15%

Other:
  • Travel Requirements: Travel to refuges to conduct surveys.
  • Overnight travel: 2-3 trips. Trips may be 2-5 days in length.
  • Government Vehicle Training: Online defensive driving training??
  • Health and Safety Considerations: Surveys will involve travel by boat. Safety procedures and safety equipment will be provided to enrollee.
  • Required Safety Gear: Personal floatation device
  • Physical requirements: Ability to walk through water and over rough terrain in weather conditions ranging from hot and humid to cold and wet.
