Tribal Planner

Job Summary:

Provides essential technical assistance, economic analysis, and research expertise to guide long-range growth and development to make CTGR a more prosperous, healthy and resilient government. The position will provide strategic guidance for issues affecting the growth of the Grand Ronde community. The Planner will have experience and interest in land-use, environmental permitting/entitlements, and in local government long-range planning projects. Additionally, they will work on community and economic development, brownfield redevelopment, affordable housing, grant writing, and urban design.

Essential Functions:

  • Facilitates and supports the Tribe in identifying opportunities, initiatives, and potential partners to assist or support Strategic Planning.
  • Develops and updates Tribal and community planning profiles.
  • Supports and assists implementation and updates to the Tribe's Community Development Plan. 
  • Supports and assists implementation and updates to the Tribe's Strategic Plan. 
  • Researches and provides recommendations on planning topics, including community planning and grant opportunities.
  • Promotes Tribal interests to support and expand Tribal Services and/or Governmental function opportunities.
  • Develops and maintains community and regional networks to enhance Tribal government services and service delivery to Tribal members.
  • Develops communications materials in various media types to support and attract Tribal service development as directed by supervisor.
  • Assists in the coordination of land-use and community development.
  • Coordinates the development, evaluates and refines land-use and community development plans.
  • Works with the appropriate Tribal departments to institute a process for the development, implementation, maintenance and review of the Tribe's Capital Improvement Plan (CIP) and transportation planning efforts; includes coordination with external agencies.
  • Researches community land-use patterns and reviews comprehensive land-use plans of neighboring jurisdictions and of other Tribal governments.
  • Organizes community meetings and planning sessions to obtain input for the preparation, implementation and review of Tribal planning efforts.
  • Researches and analyzes written materials and statistical data to prepare reports, studies and program plans.
  • Performs research and analysis, and prepares data for program planning, grants development, and program analysis or review.
  • Recommends planning and/or policy options based upon research findings.
  • Designs and performs assessments and studies of a variety of complex subjects.
  • Writes reports or presents data in formats such as abstracts, bibliographies and graphs.
  • Researches and adapts best practices to fit the unique cultural, economic, and social circumstances of the Tribe.
  • Researches new revenue model opportunities for supporting Tribal programs, services, and goals.
  • Identifies funding sources and cooperates with outside agencies and governments as necessary to secure grant funding and develop other funding sources.
  • May assist in developing and writing proposals for funding and project development.
  • Performs a variety of other duties as assigned by supervisor.

Education, Experience, and Licenses:

  • A Bachelor's Degree from an accredited four-year college or university in Land Use Planning, Urban or Regional Planning, Landscape Architecture, Public Administration, Social Science, Civil Engineering, Architecture, Economics, Geography or a related field; Master's Degree preferred.
  • Certification in the American Institute of Certified Planners (AICP) preferred.
  • Requires (4) four years of experience in comprehensive land-use and community development planning for a local jurisdiction such as towns, cities, counties, or a Tribal government.  Preference will be given to Tribal government planning experience.
  • OR equivalent combination of education, training and experience.

Driving Requirements:

  • This position may require driving.

Qualifications, Registrations, and Certifications:

  • Requires knowledge of Federal agencies and inter-governmental relationships with Native American Tribes.
  • Knowledge of Tribal self-governance compacting.
  • Knowledge of federal, state and local funding sources.
  • Knowledge and experience applying advanced theory, principles, concepts, standards, practices and information sources of strategic and long-range planning.
  • Requires considerable knowledge in process design and program development.
  • Ability to think conceptually, observe and evaluate trends, analyzes data, draw logical conclusions, and develop strategies to facilitate change.
  • Ability to initiate and plan analytic research, write reports and proposals.    
  • Ability to analyze economic data and forecasts in combination with demographic, social, environmental, and related information to support planning projects.
  • Ability to respond to inquiries or complaints from the public, regulatory agencies, or members of the business community.
  • Ability to write proposals and plans that conform to prescribed style and format.
  • Ability to effectively present information to management, public groups, and or boards.
  • Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and work with several abstract and concrete variables.
  • Ability to build consensus and foster change.
  • Ability to work on many projects at the same time without a loss of effectiveness or accountability.
  • Requires demonstrated knowledge of Tribal purposes, organizations, policies and procedures.
  • Requires the ability to ensure that all services are delivered in a culturally competent manner.
  • Ability to work remote up to 3-days a week.
  • Knowledge of and sensitivity to Native American culture required.

Environmental Factors and Conditions/Physical Requirements:

  • Continually requires the ability to express or receive detailed information or important instructions through oral communication.
  • Continually requires working with fingers rather than the whole hand or arm. Requires repetitive movement of wrists, hands and/or fingers.  Often requires walking or moving about to accomplish tasks.
  • Requires standing and/or sitting for sustained periods of time, raising objects from a lower to a higher position and/or moving objects horizontally.
  • Occasionally requires lifting of up to 40 pounds.
  • This position is frequently subject to inside environmental conditions which provide protection from weather conditions, but not necessarily from temperature changes, and is occasionally subject to outside environmental conditions.
  • Supports a safe work environment by performing all duties in accordance with Tribal safety policies and procedures, and Emergency Management Plan. 
  • Due to the nature of the interactions with other employees and the public we serve, employees may be required to provide documentation of, or receive, certain health vaccinations.
  • May be called upon to serve as a Disaster Reservist during emergencies, or when the Tribal Emergency Operations Center is opened.
  • Local travel is frequently required. Travel outside of the state is occasionally required.
