The Agricultural Conservation Experienced Services (ACES) Program offers unique opportunities in Scientific, Technical, and Agricultural support for individuals aged 55 and over to support the Department of Agriculture?s Natural Resources Conservation Service (NRCS) through a grant administered program awarded to National Experienced Workforce Solutions (NEW Solutions). This is a unique program where your talents, expertise, and experience will truly be valued. The ACES program provides an opportunity to work side-by-side with NRCS staff that are doing important work every day. Benefits: Paid Health Insurance Premium for positions budgeted at 60+ hours per pay period, Accrued Vacation and Sick Leave, Paid Federal Holidays, and optional Vision and Dental Insurance available for positions budgeted at 35+ hours per pay period. The enrollment relationship between NEW Solutions and the Enrollee is an "at-will" relationship. This means that an Enrollee is free to terminate enrollment at any time during the enrollment period, and NEW Solutions and the Agency have the right to terminate the relationship with the Enrollee. NOTE: An ?ACES Enrollee? is not a federal employee, nor an employee of NEW Solutions. Qualifications:

Minimum of 10 year(s) of experience in easement acquisition with a consideration of water rights, legal work related to water rights, natural resources conservation, or similar fields. OR BA/BS Degree in Law, natural resources conservation, or similar fields. OR Previously completed training in Valid State Driver?s license

  • Experience required with Windows, MS Word, MS Excel
  • PowerPoint, Easement business tool National Easement Staging Tool, Conservation Desktop, Conservation Assessment Ranking Tool, and other systems.
Duties:

Assist with drafting documents and other guidance documents, including training materials to support easement program implementation with a focus on water rights, drought, and water conservation with a focus on western water issues.

  • Assist with drafting issue papers, policies, handbooks, standard operating procedures, job aids, other guidance documents, and training materials to support easement program implementation with a focus on water rights, drought, and water conservation with a focus on western water issues.   40%
  • Review deed terms, exhibits, appraisals, and plans to assist with easement program implementation and quality assurance activities.   25%
  • Coordinate with and facilitate collaboration with various discipline experts within NRCS, USDA, and other land management agencies. This coordination includes the incorporation of water conservation issues in relation to easement program delivery and stewardship concepts in Agency policy and guidance, business tools, and measurement and reporting of outcomes.   20%
  • Other tasks assigned to support easement program implementation.   15%

Other:
  • AgLearn based training courses required to have access to federal systems and equipment, these include Annual information system security, workplace violence, anti-harassment, records management, and civil rights training.
  • Training is available on easement business tools and user guides.
  • Travel Requirements: Once or twice per quarter.
  • Overnight travel: once or twice per quarter.
  • Air travel anticipated: Quarterly
  • Rental cars: Quarterly.
  • Remote work arrangements are available for this position.
