AirKnowledge is a partnership program between the U.S. EPA and state, local, and tribal air agencies that develops and delivers training on the Clean Air Act and its programs to air professionals nationwide, both in person and online. AirKnowledge instructors are hired through NEW Solutions. The instructors deliver instruction remotely, travelling the nation bringing in-person training to air agencies on a variety of topics, including air planning, permitting, air monitoring, air modeling, inspections, and enforcement. Our instructors continue the mission of delivering clean air for the American people by training and guiding air agency staff nationwide.
Our exceptional roster of instructors bring a unique experience to learners with their decades of experience in air pollution management, years of training and teaching experience, and through site visits to operational sources. From 2019 to 2022, AirKnowledge delivered training in each of the lower 48 states, reaching over 2,000 air quality professionals. Annually, our instructors deliver between 60 to 70 in-person trainings and the program is looking to expand its scope.

Please review the below Job Description for additional information regarding Duties, Qualifications and Requirements: 

General Functions:  This position is 100% remote. Incumbent will work from home while preparing for training courses and travel to required locations to conduct training courses. Hours fluctuate between 40 hours/week while preparing, conducting and traveling for training courses to zero hours during the less busy times. Main duties involve conducting and developing training programs to enable Federal, State and local air pollution control districts to execute the Clean Air Act as well as state and local level regulations. These training programs will involve expert level interpretation and evaluation of real world examples of common air pollution problems found in the field and giving expert advice and recommendations to students on the best course of action to produce the best outcomes for all parties.
Incumbent works with state and local air agency staff and key external stakeholders from multi-jurisdictional organizations. This work must be done with minimal assistance or review.

Duties and Responsibilities: 
40%  Develop and deliver training courses  
30%  Perform mock inspections as part of training courses
10%  Analyze state specific rules and regulations as they relate to training materials
10%  Identify and assess pre- and post- course examination questions and conduct post course evaluations
10%  Attend meetings and trainings in support of these duties

Qualifications:
Minimum Education Requirements:  BA/BS  in Physical Sciences and Engineering 
 Minimum of 15  years of experience in Federal, State or Local Air Quality Agency may be substituted for education requirements. 
Special Skills, Licenses, and Professional Experience:  Extensive understanding of complex policy and regulations.
MS Office (Word, Excel, Access, SharePoint, Teams); Air pollution control and monitoring equipment, audio and visual equipment for presentations

 

This position requires ongoing training as mandated by law: Basic health/safety training provided prior to observing a compliance inspection. 

Computer and Presentation Skills training will be made available for those candidates who have a few minor skill deficiencies to bring them up to par for this position.

Travel Requirements:

Travel required as part of this position.  Please note: Travel was stopped during the pandemic but is expected to start again in a few months. In the meantime, most courses are being taught virtually.  
Approximately 4-6 nights per week/ once a month may be required for overnight travel.
One week per month of travel by air may be required as part of this position. 
One week per month of car rental may be required as part of this position during travel. 

Safety Requirements:
This position does have assigned duties which have health and safety considerations. 

In accordance with EPA 1440.2, Health and Safety Requirements for Employees Engaged in Field Activities, briefly describe the training that is required.
Enrollee subjected to breathing fumes (dust) and other pollutants by observing refinery and oil production inspections
Describe how these training requirements will be satisfied prior to the assignment of the Enrollee to the field: Equipment and safety training as required

Safety Equipment is required:  Hard hat, safety goggles/glasses may be required, worn and would be provided to the enrollee as well as any additional required safety training. 
Conditions under which this safety equipment will be used:  For training inspections.
