HUMAN RESOURCES MANAGER
JOB SUMMARY:
The Human Resources Manager is directly responsible for the overall administration, coordination and evaluation of the Human Resources function. He/She will plan, lead, direct, develop, and coordinate the policies, activities, and staff of the Human Resource (HR) department, ensuring legal compliance and implementation of the organization's mission and talent strategy.

DUTIES AND RESPONSIBILITIES

Supervises the staff of the human resources department with recruitment, orientation and termination processes to promote retention, ensure compliance and efficiency.
Coordinates or conducts exit interviews to determine reasons behind separation.
Directs recruitment practices to reduce turnover ratio and improve retention.
Preforms employee satisfaction surveys.
Maintains knowledge of industry trends and employment legislation and ensures agency’s compliance.
Develops and maintains employee recognition and appreciation programs.
Develops and maintains employee diversity programs throughout the agency.
Maintains responsibility for agency compliance with federal and state legislation pertaining to all personnel matters.
Communicates changes in agency personnel policies and procedures and ensures proper compliance is followed.
Recommends, evaluates and participates in staff development for the agency.
Develops and maintains a human resource system (ADP) that meets agency personnel information needs.
Participates on committees and special projects and seeks additional responsibilities.
Annually reviews and makes recommendations for improvement of the agency’s policies, procedures and practices on personnel matters.
Assists in the annual review, preparation and administration of agency wage and salary program.
Performs all other duties that may be assigned.
Qualifications
Required: Bachelor’s degree or equivalent plus four to ten years of related experience or training, or an equivalent combination of education and experience. He/she must have knowledge of calculators, personal computers, fax machine, multiple line telephone systems, and all other business-related machines; must have experience in Human Resources.
Preferred: Master’s degree in Business Administration.
