Duties:The incumbent provides operational management support for the Regional Office facility, space, safety, property management and mailroom/warehouse operations. Performs a wide variety of conventional assignments that impact the quality of the working conditions of employees located in the Regional office. The work performed provides for a safe and comfortable operating environment for staff and supports the implementation of efficient and effective operations of the assigned programs for the Regional office. - Safety and Security: Serves as the primary liaison for all coordination of building security issues with Federal Protective Services and local emergency services. Resolves security personnel issues and ensures adequate guard coverage. Oversees or personally manages building access including key control and the employee credentialing program. Oversees or personally manages building video surveillance and alert system. Prepares supporting documentation for annual and periodic reports to DHS. Implements assigned property management initiatives and policies including those related to environmental and fire protections and security and emergency coordination. Serves as primary Collateral Duty Safety Officer. Organizes and leads the Regional Office Safety Committee. Updates and maintains the Occupant Emergency Plan, Continuity of Operations Plans and the Station Safety Plan. Coordinates and trains floor wardens. Organizes and leads tests of safety plans and systems. 50%
- Facility and Space Management: Oversees scheduled and recurring preventative maintenance for efficiency, effectiveness, and compliance with leasing agreements. Conducts regular and special facility inspections. Ensures adequacy, identifies, and reports problems, and recommends solutions to the Monitor. Investigates complaints; provides occupants with facilities-related information; and prepares supporting documentation for annual and periodic reporting. Prepares reports of findings involving the operation and maintenance of building systems and equipment, personnel, materials, workmanship, condition in need of repair, and various other related concerns. Serves as the primary liaison with the General Services Administration (GSA) staff regarding space and facilities. Develops and evaluates options and solutions to reconcile building capabilities with customer requirements. Identifies issues and informs the supervisor of issues requiring immediate attention. Conducts routine analyzes of workload documents, special requirements, geographical considerations, and market conditions to determine the most efficient and effective method of contracting for building services. Prepares specifications, independent estimates, and other documentation needed to effect desired modifications for building services contracts. Prepares a variety of recurring reports and briefing materials for meetings and supporting documentation for space and facilities budget submissions. May conduct periodic space utilization surveys and the evaluation of organizational space requirements. This could entail a.) utilizing prescribed guidelines to determine the adequacy of space allocations for activities based at the Regional Office and compliance with Service, Department, and GSA policies, and b.) reviewing current and projected space utilization; analyzing occupants' needs; reviewing requests for space; and drafting plans for buildouts and space reorganizations to address changes in requirements. As directed, conducts feasibility and cost analyses of acquiring new space and investigates, analyzes, and provides recommendations regarding space management concerns. Assists in coordinating the installation of data and voice telecommunications connections and related equipment required to meet the operating needs of the Regional staff. Oversees contracted work to ensure projects are completed in compliance with applicable regulations and agreements. 30%
- Property Management and Warehouse/Mail Room Operations: Performs a variety of other duties associated with property management that may include: excess equipment / supply coordination; AED inspections; conducting the annual property inventory; and, serving as a Custodial Property Officer for respective programs. Maintains office supplies for the office ensuring specified stock level of common supplies (i.e. copier paper) by completing necessary requisitions for replenishment stock. Oversees the recycling program for the building. Manages and provides day-to-day oversight of mailroom operations including the receipt and dispatching of deliveries. Ensures incoming mail is received, screened, sorted, and routed to distribution points. Ensures all registered and insured mail is recorded as to the receipt and distribution. As needed, serves as liaison with the U.S. Postal Service (USPS), FedEx and UPS organizations. Manages and provides day-to-day oversight of warehouse operations, including supply and materials procurement, receipt, custody, stock control, storage, disposal and property accountability. 20%
