Human Resources Supervisor
Position Scope:
An exempt position, under general direction from the Operations Manager or their designee, will perform a variety of Human Resource-related duties assigned to recruitment, payroll, internal communication, discipline, performance evaluations, terminations, employee orientations, establishing policy and employment compliance issues. Subsequently, this position will lead, schedule, train, direct and evaluate other Human Resources staff and personnel in the day-to-day respite operations and other duties as assigned.
Essential Duties:
- Organizing, leading, scheduling, training, directing, and evaluating Human Resources staff on day-to-day operations; when called upon will assist in the administration of departmental employees.
- Recruits, interviews, and selects applicants for current positions; accurately screens all applicants; checks all references; and ensure that all new hires can meet employment obligations (e.g. valid California Driver's License, current insurance, DMV report, CPR/First Aid).
- Conduct employee orientations and exit interviews in a timely manner.
- Offer periodic and annual presentations on the organization's health insurance package, 401k, and other associated benefits; maintains, organizes, and distributes all enrollment forms; and will maintain and distribute an ample supply of benefit forms, packets, and videos, etc.
- Maintain and periodically update employee condition of employment documents (e.g., California Driver's License, Auto insurance, CPR/First Aid, etc.).
- Responsible for consistently reviewing and maintaining employee files assuring that all personnel transactions are accurately entered, completed, and documented in a timely manner.
- Process personnel changes and PANs in an accurate and timely manner.
- Create, generate, and distribute labor turn-over reports in a timely manner.
- Review and audit respite providers' timecards; substantiate address, time slots and hours; verify parent's signatures; follow-up and resolve timecard errors (incomplete and/or incorrect).
- Maintain ongoing communication with employees, other departments, and the Regional Center.
- Oversees employee disciplinary meetings, terminations, and investigations.
- Compile and resolve employee incident reports; investigate and resolve employee complaints/grievances; and will keep abreast of ongoing laws and employment legislation.
- Systematically will schedule and offer periodic mandatory training to employees (e.g., CPR/First Aid, IIPP, MSDS, safety, etc.); will maintain attendance rosters; and will track "training histories" for each employee.
- Assigned as the onsite safety officer responsible for investigating work-related accidents, compiling, and forwarding Cal-OSHA reports, conduct monthly safety meetings, responding immediately to all Cal-OSHA complaints and inquiries, conducting safety inspections on a timely basis, and ensuring that all employees are working in a safe, hazard free working environment.
- Ensure that all federal, state and Cal-OSHA posters are displayed in a general area; adhere to other guidelines required by Cal-OSHA.
- Immediately respond, and accurately process all EDD claims within the required timeframe; may attend hearings on appeals, as necessary.
- Oversees distributions of Worker's Compensations paperwork, ensures accuracy of documentation.
- Coordinate and resolve worker's compensation claims; will maintain separate confidential files for all worker's compensation claims; will log all injuries and loss of time; will maintain a record of injuries using form OSHA No. 300.
- Responsible for the purchasing and control of equipment, supplies, and materials.
- Assist the Regional Center with onsite audits.
- Manage a caseload of Respite Care Providers.
- Ability to function appropriately with the designated respite system & any other related payroll system; ensuring HR related information is entered and maintained accurately.
- Maintain, secure, and care for records in accordance with Department of Justice guidelines.
- Maintains knowledge of trends, best practices, and regulatory changes.
- Provides monthly reporting to Operations Manager/ Director regarding Departmental statistics.
- Maintain integrity, professionalism, and confidentiality.
- Periodically conducts departmental meetings to distribute agency updates.
- Continuously strive to provide excellent customer service, interpersonal communication and serve as a source of accurate information.
Supervisory Requirements:
- Supervise and maintain qualified staff.

- Determines and assesses standards of performance as a basis for performance reviews.

- Recommends salary adjustments, transfers, promotions, discipline, and dismissals in a timely manner.

- Fosters a cooperative and harmonious working environment to maximize employee morale and productivity.
- Project and propose departmental needs.
- Ensure that departmental data entry is concise and accurate.
- Collaborate with departmental managers regarding issues that arise and establish a plan of action and resolution.
- Periodically conduct internal audits to ensure that departmental processes are being followed.
Secondary Duties:
- Assist in other administrative areas of the organization when needed.
- Periodically attend mandatory meetings at the regional center, vendor meetings, job fairs and other recruitment venues for respite workers.
- Ability to periodically organize, schedule speakers, coordinates training and/or other relevant business-related events.
- At times will be assigned to "on call" status.
Education, Experience and Skills Required:
- Bachelor's Degree plus (3) years' experience in Human Resources (2 years of experience may be substituted for 1 year of post-secondary education).
- PHR or SPHR (preferred) or related certification.
- Ability to read, write and communicate effectively in English & Spanish (Bi-lingual Required).
- Ability to type 30 wpm and do basic business arithmetic.
- Experience in Human Resources at an exempt level (2-3 years).
- Knowledgeable in general employment law: including payroll administration, EEO, DFEH, Affirmative Action, Cal-OSHA, ADA, FLMA and other state and federal requirements.
- Ability to read organizational reporting and interpret data.
- Practical application of MS Excel, MS Outlook, MS PowerPoint, and MS Word for Windows required.
- Practical application DocuSign and other cloud-based e-signature solutions/digital platforms.
- Ability to use standard office machines such as a personal computer, calculator, copier, fax machine, telephone, etc.
- Ability to utilize video and audio conferencing and online chat-based platforms such as Microsoft Office Team and Zoom.
- Excellent organizational and time-management skills.
- Valid California Driver's License and insurance coverage.
Physical Requirements: Visual/hearing ability sufficient to comprehend written/verbal and telephone communication. Ability to sit for long periods, standing, computer entry, walking, repeated bending, lifting, and carrying up to 20 lbs, reaching. Ability to travel within and outside the county as needed.
Environmental Requirements: Must be able to work indoors in a predominately sedentary position. Wide range of physical motion required to include bending, twisting, standing, walking, carrying boxes and supplies, sitting for long periods of time, answering the telephone, using hands to type and enter data and perform a wide range of office and clerical duties. Also, must be able to greet staff members, participants, and community members in a pleasant and professional manner on a consistent basis. Must consistently maintain composure and meet office challenges with maturity, objectively and strive to always deliver the utmost in customer service.
Scheduling and Availability: Working hours generally are from 8:00 am to 5:00 pm, Monday through Friday with an hour for lunch. Employee must be willing to work overtime as needed and when requested. Willing to assist other departments during staffing shortages as needed. Position is 40+ hours per week.
