The NPS Experienced Services Program is a unique partnership created to help solve the workforce issues facing government agencies. The program connects experienced workers (age 55+) to the NPS to provide scientific, technical, and administrative support.
NPS ESP positions are meant to provide temporary, project-based support. This position is currently funded for an estimate of 17 weeks.
A background security investigation may be required prior to the start date.? Only those positions with 30+ hours per week are eligible for health insurance benefits; all positions will accrue sick leave.?
The experienced workers participating in the Program are referred to as ?Enrollees? and are not employees of the NPS or NEW Solutions. NEW Solutions is the ESP non-governmental organization responsible for administrative aspects of the program, and the Enrollees work under NPS direction to assist the Agency staff in carrying out their mission.? Qualifications:Minimum of 5 year(s) of experience OR BA/BS Degree - Experience processing various types of land cases such as rights-of-ways, leases, permits, public sales, land exchanges, acquisitions, agriculture entries, land classification, withdrawals, recreation and public purpose leases/patents, State selections, trespasses, etc.; prepares and processes National Environmental Policy Act (NEPA) documents; working in a team environment; calculating realty and lands cost recovery, rental and monitoring fees, and bonds; and providing answers and expert advice to the public on realty program inquiries.

Duties:Research county, state, and federal land records to determine ownership, property rights, access, easements, etc. Research files park lands records and assists Regional Realty Specialist to prepare land and boundary mapping, as requested, using basic geographic information system
software. Public land use includes but is not limited to construction and maintenance of deed-reserved private roads, permitted rights-of-way (e.g., utility crossings), use of springs and other water sources, and any other activities omitted by original deeds.
- Research county, state, and federal land records to determine ownership, property rights, access, easements, etc. Reading maps and interpreting legal land descriptions. 50%
- Research files on park lands records and assists Regional Office Representative to prepare land and boundary mapping, as requested, using basic geographic information system software. 20%
- Utilizing automated land and record systems to document a variety of complex land and realty transactions. Presents summary information to Park personnel and Regional Office Representative review, decision, and/or approval as necessary. 20%
- Draft Right-of-Way permits per DOI/NPS policies. 10%
Other:- Travel Requirements: 1-2 trips to the IMR Regional Office in Denver, Colorado.
- Overnight travel: 1-2 trips to the park of approximately for three nights.
- Air travel anticipated: depending on enrollee location, air travel may be required
- Rental cars: depending on enrollee location, use of a rental car may be required
- Physical requirements: Most work is primarily sedentary, utilizing word processor for extended periods. Field trips involve driving GOV for short periods, walking, and carrying equipment. Some physical exertion occasionally occurs for short distances on these field trips, and weather conditions and terrain will vary. There may be periods requiring intense concentration on a computer monitor.
