About NEW Solutions NEW Solutions is a non-profit agency that has been administering federal grant programs for over 25 years. We partner with agencies to assist them in fulfilling their mission through temporary experienced workers. About the NPS ESP Program The National Park Service Experienced Services Program (NPS ESP) is a unique partnership created to help solve the workforce issues facing government agencies. The experienced workers participating in the Program are referred to as ?Enrollees? and are not employees or contractors of the NEW Solutions or NPS. Benefits under the NPS ESP Program NPS ESP Enrollees benefit from the opportunity to keep technical skills current; to access new training opportunities; to engage in gainful project-based positions; and to undertake meaningful tasks using their experience and talent to contribute to the environment, the national economy, and their own financial security. These positions provide opportunities for extra income or temporary placement income. Enrollees accrue sick leave and those that work 30 hours or more a week are offered premium paid medical coverage. Qualifications Applicants must be at least 55 years of age to qualify for the grants. Then, meet the specific requirements of the position. Each applicant must create an account in NEW Solutions Applicant Tracking System and officially apply to the position. Completing the application is a requirement. Position Duration Enrollment positions are structured to be temporary support positions. They are funded for a specific time period and a total number of hours. These are at-will positions and either the enrollee or the agency can terminate the employment at any time for any reason. The total number of hours for this position is currently estimated at a total of 270 hours. Closing Dates NEW Solutions is not a federal agency and therefore does not have closing dates. Positions are open until the agency decides which applicant they would like to have support them in the role. Federal Security Check In most cases, candidates will have to undergo the NPS federal security process before NEW Solutions can begin enrolling them into the program. NPS decides on whether a security check is required and the security process would be initiated by the agency. Qualifications:

Minimum of 20 year(s) of experience in Federal Budget or Auditing related fields OR BA/BS Degree in Audit, Finance, Budget, Procurement or other related fields

  • Comprehensive and detailed knowledge of all phases of the federal budget process in order to formulate, execute, and monitor a federal budget, analyze and evaluate financial and budgetary information, make recommendations and develop budget justifications and reports.
  • Experience required with MS Word, MS Excel, Power Point
Duties:

The Recipient will be responsible for working cooperatively with the NPS to monitor and develop the job description(s), posting and advertising jobs, screening candidates, forwarding qualified candidates for NPS review, enrolling selected candidate(s) into the Experienced Services Program, adminstering enrollee payroll and benefits, separating enrollees upon project completion, and working with the NPS monitor and ATR to manage the task agreement through its lifecycle.

  • Performs a full range of analytical, technical, and administrative duties related to formulating, executing, and monitoring broad financial plans and policies affecting the authorization and use of funds for multiple organizational levels and programs.   20%
  • Prepares, recommends, and justifies the allocation of funds based on analysis of the budget, legislative directives, guidance, workload analyses, annual work plans, estimates and reports, and financial studies and investigations to achieve sound financial management for LWCF programs.   20%
  • Interprets and adapts available guidance and directives for distribution to management, program leads, project managers, other budget personnel, and employees located throughout the NPS. With input from others, prepares supplemental budget directives as needed.   20%
  • Guides high level budget activities that involve and apply innovative solutions to resolve novel budgetary problems, issues, or projects. Routinely develops and/or modifies budgetary methods and techniques where established methods and procedures are inapplicable or are unavailable.   20%
  • Utilizes NPS approved budgetary software to ensure a high standard of financial management, which may include but is not limited to: Administrative Financial System (AFS); Park Roads and Parkways Transportation Allocation and Tracking System (PTATS); Project Management Information System (PMIS); Procurement Information System for Management (PRISM); Enterprise Information Management System (EMIS); and Financial Business Management System (FBMS). Software is used to perform budget formulation and execution, routinely review reports of unobligated balances, and prepare status and justification reports.   20%
