JOB SUMMARY:

The Manager of Development is responsible for managing operational systems and programs for the organization as well as the day-to-day oversight of application and applet development. The individual is also responsible for steering data integration decisions between enterprise applications to assist in data availability for all users of systems.

 

COMPENSATION: $100,000 - $115,000 annually (depending on experience)

ESSENTIAL FUNCTIONS:

  • Participate in technical research and development to enable continuing innovation within the development & business intelligence team.
  • Leads and directs the work of other employees and has authority for personnel decisions.
  • Develop and manage regular team communications, facilitate team growth and advancement.
  • Identify and analyze RGRTA's informational needs; define requirements/issues based on analysis.
  • Act as liaison between business teams on requirement definitions and scope development for project development.
  • Manage and prepare operating and capital budgets related to development team functions.
  • Research and recommend innovative, and where possible, automated approaches for data accessibility.
  • Support active and in-use operational technologies supporting product lifecycle.

 

ADDITIONAL RESPONSIBILITIES:

  • Coordinate team project roadmap and project execution.
  • Other duties as assigned.

 

EDUCATION & EXPERIENCE:

  • Bachelor's degree in software development, engineering, or equivalent field required.
  • At least five (5) years of supervisory experience working in Information Technology.
  • An equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above.

 

KNOWLEDGE, SKILLS & ABILITIES:

  • Ability to perform difficult work on highly complex or involved projects requiring significant judgment, initiative, creativity and the ability to deal with complex factors and making of decisions based on conclusions for which there is little precedent.
  • Ability to work from defined objectives and broad and varying policies, procedures, rules or precedents. Plans and arranges own work while the supervisor provides some functional guidance.  Details of accomplishing the objective are left to the position. Unusual situations are referred to supervision. 
  • Advanced knowledge of RDBMS systems, including Microsoft SQL Server
  • Strong computer skills, including advanced knowledge of SQL, Microsoft Office, Visual Studio, Visual Basic, C#.
  • Strong data-modeling skills and statistics knowledge.
  • Understanding of geospatial data as it relates to the transit industry.
  • Understanding of an organization's data systems and how they operate.
  • Excellent problem-solving skills; ability to develop solutions and reports to meet business needs; ability to present ideas in user-friendly language.
  • Strong communication skills.

The employee must regularly lift and/or move up to 20 pounds. The noise level in the work environment is usually moderate. The employee may occasionally be required to travel commercially.
