Technical Lead – GIS Solutions

Job Summary:

We are seeking an experienced Technical Lead with expertise in GIS solution design and development to lead our team of developers and oversee the design, integration, and optimization of GIS applications and systems. The ideal candidate will have strong leadership skills, technical proficiency in ESRI products, and the ability to align innovative GIS solutions with organizational goals.

Key Responsibilities

Leadership & Collaboration:

  • Lead the design, development, and deployment of cutting-edge GIS solutions.
  • Collaborate with stakeholders to gather requirements and align GIS solutions with business objectives.
  • Manage and mentor a team of System Developers and ETL Developers, providing technical guidance and fostering professional growth.

GIS Development & Integration:

  • Design, develop, and enhance ESRI ArcGIS Pro-based applications and custom extensions for spatial data editing of linear and point features.
  • Implement custom tools, scripts, and workflows in ArcGIS Pro to improve GIS data editing, analysis, and visualization.
  • Integrate GIS applications and data with enterprise systems to optimize operational workflows and improve data accessibility.

System Maintenance & Optimization:

  • Maintain and enhance existing GIS systems to ensure reliability, usability, and performance.
  • Optimize spatial databases and file geodatabases for performance and scalability.
  • Monitor and optimize the performance of GIS and geosupport systems and applications.

Data Management & Automation:

  • Manage, process, and analyze spatial data from diverse sources, ensuring data integrity and accuracy.
  • Automate repetitive GIS workflows using Python (ArcPy), Arcade, ModelBuilder, or similar tools.

Documentation & Compliance:

  • Create and maintain comprehensive technical documentation, including system designs, workflows, and user guides.
  • Ensure all solutions comply with industry best practices, standards, and security protocols.

Knowledge Transition & Support:

  • Prepare documentation and conduct knowledge transfer to promote solution adoption across the organization and city agencies.
  • Provide technical support and problem resolution for GIS applications and systems.

Qualifications & Skills

Required:

  • Bachelor's degree in Computer Science, Information Systems, GIS, or a related field.
  • Minimum of 8 years of experience in ArcGIS Pro-based GIS solution design and development.
  • Proven experience leading cross-functional teams and delivering projects on time and within scope.
  • Expertise with the ESRI product suite, including ArcGIS Pro, ArcGIS Enterprise (Server, Portal, SDE DataStore), ArcGIS Desktop, ArcGIS Online, and ArcMap.
  • Hands-on experience with geospatial data types in Microsoft SQL ServerOracle/Oracle Spatial, and PostgreSQL/PostGIS databases.
  • Proficiency in Python, ArcPy, Arcade, and ModelBuilder for developing GIS tools and workflows.
  • Familiarity with ArcGIS Online capabilities and GIS application development.
  • Knowledge of application lifecycle management tools, such as Azure DevOps and GitHub.
  • Experience with version control and release management practices.

Preferred:

  • Experience in Microsoft .NET/C#/SQL Server-based web application development.
  • Strong understanding of emerging GIS trends and technologies
