JOB DESCRIPTION

 

Job Title:        Gaming Career entry-level Licensing Agent (bilingual required: English / Spanish)

Department:  Pala Gaming Commission

Status:            Hourly/ DOE / Monday-Thursday 6:30AM - 5:00PM

Reports To:    Licensing Manager

SUMMARY:

The Licensing Agent is responsible for following the Licensing policies and procedures as required by PGC Regulations, National Indian Gaming Commission (NIGC) requirements, Pala’s Compact with the State of California and departmental policies and procedures (all hereinafter referred to as Regulations).  Also is responsible for conducting backgrounds on licensing applicants as required by noted Regulations.

 

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  • Ensures that the work they perform complies with all Regulations.
  • Ensures the timely completion of work.
  • Able to perform a comprehensive interview with applicants to determine past history and present financial status.
  • Able to analyze the financial status of an applicant.
  • Able to perform a background investigation on an applicant sufficient to allow them to make a recommendation to the Commissioners on the applicants’ suitability for licensure.
  • Fingerprinting of applicants.
  • Receives and maintains confidential criminal history reports as required by Regulations.
  • Ensures that the Licensing Data Base is kept accurate and up to date as it relates to their work.
  • As directed by the Licensing Manager, is responsible for the timely filing of all reports and documentation required by Regulations.
  • Responsible for complying with the Licensing departments’ policies and procedures.
  • Analyzes procedures performed and makes recommendations to the Licensing Manager on changes to established procedures for the Licensing Department.
  • Interacts with regulatory and law enforcement agencies regarding the licensing of applicants at Pala Casino Spa and Resort as directed by the Licensing Manager.
  • Interacts with Casino Management regarding the licensing of applicants as directed by the Licensing Manager
  • Interacts with Executive Committee, Commissioners, and PGC Staff.
  • Maintains commission files and records according to prescribed Regulations.
  • Ability to interact with all levels of personnel and the public
  • Must be able to present a professional attitude and demeanor when dealing with the public and gaming personnel.
  • Ability to work independently.
  • Ability to multi-task and work in a fast-paced setting.
  • Ability to understand and adhere to confidentiality policy.

SUPERVISORY REQUIREMENTS:

  • None.

QUALIFICATIONS:

  • The Licensing Agent must have the ability to learn and comprehend Regulations as they relate to licensing.
  • Able to work effectively with PGC staff and casino employees.
  • Ability to read and write the English language. 
  • Verbal fluency in both the English and Spanish languages is highly preferred.
  • Proficient in office computer software applications (word processing, spreadsheet, and database).
  • Must pass pre-employment and random drug testing during employment.
  • Must acknowledge and agree to maintain a Drug-Free workplace (including marijuana) as a condition of employment with the Pala Band of Mission Indians. 
  • Gaming experience preferred.

EDUCATION and/or EXPERIENCE:

  • Certificate from a college or technical school; or one-year related experience in licensing and/or law enforcement; or an equivalent combination of education and experience.

LANGUAGE SKILLS:

  • Ability to read and interpret documents such as safety rules or procedure manuals.  Ability to draft routine reports and correspondence.  Ability to speak effectively before groups of employees.

MATHEMATICAL SKILLS:

  • Ability to calculate figures and amounts such as discounts, percentages and interest.

REASONING ABILITY:

  • Ability to apply common sense understanding to carry out instructions furnished in written, oral, or diagram form.

CERTIFICATES and LICENSES:

  • Must clear an extensive background check and be issued an Employee License from the Tribal Gaming Commission.

PHYSICAL DEMANDS:

  • While performing the duties of this job the employee is required to stand, walk, sit, use hands to finger, handle, or feel, reach with hands and arms, stoop, kneel, crouch, talk, see or hear.  The employee will need to be able to lift at least 10 lbs.

WORK ENVIRONMENT:

  • While performing the duties of this job the employee is occasionally required to work near a moderate noise level.
