Qualifications:

Minimum of 10 year(s) of experience in managing NPS facility projects and construction contracts. OR BA/BS Degree in General Engineering, Landscape Architecture, General Architecture, Civil Engineering, or Mechanical Engineering

  • Must have 10 years of experience in construction project management or similar.
  • Experience required with Windows, MS Word, MS Excel
Duties:

Serves as a Project Specialist in the Facility Management Division of the National Capital Regional (NCR) Office and is responsible for providing professional engineering/architectural services on the planning, designing, and constructing projects within the NCR.

  • Prepares project Scopes of Work or Performance Work Statements, and Construction Estimates, coordinating review with park and regional staff and outside stakeholders to ensure resource needs are met, project concerns are addressed, and funding resources are in place.    35%
  • Prepares construction contracting packages and coordinates review and solicitation with the project manager and contracting officer.   30%
  • Prepares funding requests to include WO?s, detailed project cost estimates, and project narratives (descriptions, justifications, criteria, etc.) for the NPS service wide combined call for projects, using NPS specific project management software tools.   20%
  • Reviews preliminary design, and final design, and construction documents (drawings, specifications, special studies/reports) for constructability.    5%
  • Serves as a resource of technical expertise for the park and regional staff. Within their area of expertise, the incumbent answers questions, creates and provides training, and provides AE support for parks and colleagues within the region.   10%

  • Travel Requirements: NCR Parks located in Washington DC, Maryland, and Virginia
  • Required Safety Gear: Personal Protective Equipment (PPE) for working on construction sites will be furnished by Govt.

  • Physical requirements: This position is usually performed in an office setting, however there will be times when the enrollee is required to perform site visits to park resources during all four seasons. This will include physical demands like long periods of walking, bending, stooping, etc. All sites are within a day?s trip from the office.
