The NPS Experienced Services Program is a unique partnership created to help solve the workforce issues facing government agencies. The program connects experienced workers (age 55+) to the NPS to provide scientific, technical, and administrative support. NPS ESP positions are meant to provide temporary, project-based support. This position is currently funded for an estimate of 26 weeks. A background security investigation may be required prior to the start date.? Only those positions with 30+ hours per week are eligible for health insurance benefits; all positions will accrue sick leave.? The experienced workers participating in the Program are referred to as ?Enrollees? and are not employees of the NPS or NEW Solutions. NEW Solutions is the ESP non-governmental organization responsible for administrative aspects of the program, and the Enrollees work under NPS direction to assist the Agency staff in carrying out their mission.? NPS ESP Enrollees benefit from the opportunity to keep technical skills current; to access new training opportunities; to engage in gainful project-based positions; and to undertake meaningful tasks using their experience and talent to contribute to the environment, the national economy, and their own financial security.

Qualifications:

Minimum of 15 year(s) of experience in Department of the Interior or bureau regulations OR J.D. in Environmental laws, mining laws, administrative laws, or a mix thereof

  • Professional experience in interpreting and applying Federal regulations in the context of third party activities, particularly in the area of mining, oil and gas, or other types of land uses normally considered incompatible with the conservation of natural or cultural resources and that require a permit from the Federal government.
  • Experience required with Windows, MS Word, MS Excel
  • Adobe Acrobat; MS Teams, Outlook, Sharepoint
Duties:

The enrollee will provide specialized analysis and advice related to the Energy and Minerals Branch in the area of mining regulations. Enrollee will support the NPS?s revision/update of mining regulations at 36 CFR Part 9, Subpart A

  • Research existing regulations and past proposals for revision; policies and procedures; and applicable laws.   25%
  • Coordinate meetings with park, regional, and central office stakeholders; seek input from BLM and Forest Service; seek input from attorneys in Office of the Solicitor.   30%
  • Develop option papers and/or written recommendations and proposals for Federal employees to review and use for regulatory updates.   45%

Other:
  • Travel Requirements: 1-2 trips to western parks to view mining operations
  • Overnight travel: Yes, trip to parks will be 2-5 days long
  • Air travel anticipated: Depending on enrollee location, air travel may be required
  • Rental cars: If air travel is required, rental car will likely be required
  • Physical requirements: Position is primarily sedentary and performed in an office environment. On park visits, walking on uneven terrain of up to three miles may be required, in weather that may be inclement.
  • Remote work arrangements are available for this position.
