Bureau of Land Management (BLM) NEW Solutions connects experienced workers (ages 55+) with the Bureau of Land Management (BLM). These experienced professionals provide administrative, scientific, technical, and other professional skills that support to the Bureau of Land Management through the Experienced Services Program (ESP). This position supports the Bureau of Land Management Grand Junction Field Office. ? BLM ESP positions are meant to provide temporary, project-based support. This position is currently funded for an estimate of 260 hours. ? A background security investigation may be required prior to the start date. Only those positions with 30+ hours per week are eligible for health insurance benefits; all positions will accrue sick leave. ? The experienced workers participating in the Program are referred to as ?Enrollees? and are not employees of the BLM or NEW Solutions. NEW Solutions is the ESP non-governmental organization responsible for administrative aspects of the program, and the Enrollees work under BLM direction to assist the Agency staff in carrying out their mission. BLM ESP Enrollees benefit from the opportunity to keep technical skills current; to access new training opportunities; to engage in gainful project-based positions; and to undertake meaningful tasks using their experience and talent to contribute to the environment, the national economy, and their own financial security.

Qualifications:

BA/BS Degree in Environmental, biologic, or physical sciences

  • Minimum of 5 years of experience in project management, NRS, or realty. Project management, NEPA compliance (EA, EIS, CX, DNA)
  • Experience required with Windows, MS Excel, MS Word, MS SharePoint, MS Teams, MS PowerPoint
  • AdobePro ePlanning
Duties:

Provide lands and realty project management support to the Grand Junction Field Office. Primary duty is processing rights-of-way projects and serving as the NEPA project lead. This position will coordinate with BLM interdisciplinary team members, project proponents, other federal agencies or interested parties, as well as members of the public. The position includes managing project schedule, tasks, and coordination. Approximately 10 high priority ROW projects need to be fully processed as well as responding to lands and realty related questions from the public in the GJFO This work includes working with proponents to refine proposed actions, working with BLM specialists to develop alternatives and mitigation measures, developing and maintaining project schedules, as well as writing internal and external scoping documents, NEPA documents, drafting NEPA decisions, letters, and reports. Experience with ArcGIS Pro and realty project case file management is helpful but not required.

  • Health and Safety Considerations: If field work is completed: Defensive Driving, first aid, and CPR. The enrollee will also be trained in the use of a BLM radio and satellite devices.
  • Physical requirements: The position is desk based. The enrollee may have to walk short to medium distances over rough terrain while carrying a backpack (1 to 3 miles) if field work is conducted.
