NEW Solutions connects experienced workers (ages 55+) with the Bureau of Reclamation (USBR). These experienced professionals provide administrative, scientific, and technical support to the Bureau of Reclamation through the Experienced Services Program (ESP). This position supports the Northwest Regional Office of the Bureau of Reclamation and can be performed remotely. ? The USBR Experienced Services Program is a unique partnership created to help solve the workforce issues facing government agencies. ? USBR ESP positions are meant to provide temporary, project-based support. This position is currently funded for an estimate of 52 weeks. ? A background security investigation may be required prior to the start date. Only those positions with 30+ hours per week are eligible for health insurance benefits; all positions will accrue sick leave. ? The experienced workers participating in the Program are referred to as ?Enrollees? and are not employees of the USBR or NEW Solutions. NEW Solutions is the ESP non-governmental organization responsible for administrative aspects of the program, and the Enrollees work under USBR direction to assist the Agency staff in carrying out their mission. USBR ESP Enrollees benefit from the opportunity to keep technical skills current; to access new training opportunities; to engage in gainful project-based positions; and to undertake meaningful tasks using their experience and talent to contribute to the environment, the national economy, and their own financial security.

Qualifications:

Minimum of 10 year(s) of experience in Anthropology/Archaeology OR MA/MS Degree in Anthropology/Archaeology

  • Experience required with Windows, MS Word, MS Excel, Power Point
Duties:

Manages, coordinates, and leads Cultural Resource Management (CRM) activities for complex projects and programs within the Pacific Northwest in accordance with Reclamation Manual LND 02-01, LND 02-02, LND 02-04, LND 02-05, and other applicable policies and agreements.

  • NHPA Section 106: Assists with Section 106 of the National Historic Preservation Act projects and activities, policies and guidance for a field office's specific land and resource management programs, projects, and support activities. Serves as technical liaison between the field office and other entities, such as State Historic Preservation Officers (SHPOs) and Tribal Historic Preservation Officers (THPOs).   40%
  • Museum Property: Works with other Reclamation staff to implement museum property program requirements per DM 411 and 36 CFR 79. Completes annual property reviews, conducts the inventories, prepares scope of collections statements, prepares and implements property management plans, and provides reporting data to the Regional Archeologist.   20%
  • NAGPRA: Implements Native American Graves Protection and Repatriation Act (NAGPRA) at a programmatic and project-by-project level, and coordinates with and assists other Federal agencies where they have the lead in NAGPRA implementation related to Reclamation activities. As needed, implements, or assists with actions to continue inventory updates, oversees consultation with tribes, prepares inadvertent discovery plans, completes required actions in the event of a discovery, oversees gathering and organizing data for determinations of affiliation, facilitates repatriations or dispositions, makes presentations to the Review Committee, and provides annual reporting data to the Regional Archeologist.    20%
  • NEPA: Writes cultural resources and Indian sacred site sections for National Environmental Policy Act (NEPA) documents and signs Categorical Exclusion Checklists as a cultural resources subject matter expert. Collects data to complete impact analysis and identification of appropriate mitigation treatments. Reviews NEPA documents to ensure cultural resources or sacred sites impacts are appropriately addressed throughout text. Participates in NEPA scoping and other similar public involvement activities where cultural resources are likely to be a significant issue.   20%

  • Physical requirements: The work is primarily sedentary; however, the work involves completing archeological fieldwork (up to 10% of time in the field), including survey or test excavations investigations, long periods of standing; digging and screening activities; walking or driving vehicles over rough terrain; recurring bending, crouching, stooping, reaching, or similar activities.
