Qualifications:

Minimum of 10 year(s) of experience in Resource Conservation and Recovery Act regulations OR BA/BS Degree OR Previously completed training in Resource Conservation and Recovery Act regulations

Duties:

This position provides support to Region 9's Resource Conservation and Recovery Act (RCRA) enforcement program on issues associated with hazardous waste compliance at regulated facilities, RCRA inspections and data review. This position also provides mentoring and support of newer staff on hazardous waste generator and treatment storage and disposal facility requirements.

  • Supports all aspects of Region 9's RCRA enforcement program. Provides support to Region 9's RCRA team. Provides technical support to EPA Region 9 case officers and state regulatory partners on regulatory issues associated with RCRA compliance. Identifies potential noncomplying facilities to case officers for follow-up. Supports identification of hazardous waste generating facilities or treatment, storage and disposal facilities for neutral scheme inspection targets.   25%
  • Provides support and assistance with RCRA compliance determinations. Assists with applicable pre-inspection/investigation/evaluation research, including review of applicable databases, facility files, sector information, and if appropriate, responses to information requests. Makes appropriate health and safety preparations by following Enforcement and Compliance Assurance Division?s Standard Operating Procedure for Health and Safety and by developing field activity health and safety plan. Attends all appropriate inspection, health and safety, and field operation guideline trainings and refresher courses and continuously self-studies technical requirements. Independently conducts thorough inspection/investigation/evaluations which demonstrate knowledge of program requirements, including statutes, regulations, Agency policies, and guidance, and their applicability to the inspected entities.   25%
  • This position requires assisting newer staff on hazardous waste generator and treatment storage and disposal facility requirements, and mentoring and support of newer staff on inspection and compliance-related activities.   25%
  • Support the development of enforcement actions to address violations discovered during on-site and off-site inspections.   25%
