Timber Operations Coordinator

Job Summary:

Responsible for planning, designing, preparing, and administering timber sales and other projects and for completing technical and skilled tasks as assigned, in accordance with Tribal policies and objectives.  Responsible for administering road construction and maintenance projects.  This position serves as the supervisor of the Forester, Construction Crew Foreman and the Forestry Technician, and also as a primary coordination liaison with identified contractors.  Other Natural Resources tasks including but not limited to wildland fire may be assigned as applicable. 

Essential Functions:

  • Designs timber cruises and collects timber cruise data to provide statistically based estimates of volume and value from potential timber harvests.
  • Plans and gathers forest land acquisition timber cruise data and assists the Timber Resource Program Manager with providing valuations and estimates to assist Tribal Lands Department in forest land acquisition projects.
  • Designs timber sale logging plans and creates maps using on-site reconnaissance, knowledge of logging systems, topography maps, georeferenced digital imagery, Geographic Information System (GIS) mapping software, and computer generated log payload data to determine logging feasibility.
  • Determines area of timber harvest boundaries using GPS (Global Positioning System), or using staff compass, tape, and slope measuring devices in a timely and accurate manner.
  • Calculates appraisals for timber sales and other projects with transparency of harvest methods and other cost and revenue assumptions used for calculating gross and net volumes and values.  
  • Locates, surveys, and designs forest roads using road design software to create road designs consistent with management plans and best management practices (BMP's).
  • Coordinates and participates in Interdisciplinary Team meetings to develop management plans, environmental assessments and/or Tribal Environmental Reviews.
  • Writes complete environmental assessments or environmental reviews for timber sales and other projects and ensures that projects are within the scope of environmental documents.
  • Coordinates effectively with all appropriate Department, Tribal, and external staff to plan and implement projects, ensuring accordance and compliance with all applicable plans, policies, regulations, and laws.
  • Writes and reviews contracts, agreements, and permits.
  • Participates directly in all phases of each timber sale.
  • Monitors and inspects each phase of timber harvest to ensure that activities are performed according to the contracts, laws, and regulations pertaining to timber harvesting.
  • Facilitates Tribal Forest Enterprise business processes including contracting, log accounting, coordinating log sales with purchasers, and quality control of delivered logs.
  • Maintains and updates the Tribe's Road database and forest inventory database, including GIS geospatial records. Inspects and inventories roads for road maintenance needs.
  • Coordinates and implements road maintenance and road construction projects.
  • Develops road maintenance project schedule and contracts for road maintenance activities.
  • Updates road maintenance accomplishments in annual project database and GIS.
  • Monitors and inspects road construction and maintenance activities.
  • Assists Timber Resource Program Manager with budget development and administration.
  • Coordinates forestry-related grant applications to BIA and other granting agencies.
  • Supervises Forester, Construction Crew Foreman, and other Forestry employees as assigned, providing guidance, training, technical support, and quality control.
  • Plans and coordinates projects for the NRD Construction Crew.
  • Plans and coordinates Construction Crew Budgets and oversees and approves equipment replacement, and purchasing.
  • Assists Construction Crew Foreman with job requisitions and hiring.
  • Performs other duties as assigned by supervisor.

Education, Experience, and Licenses:

  • Requires a Bachelor's Degree in Forestry or closely related field.
  • Requires a minimum of three (3) years' experience in timber sale layout and administration.
  • OR equivalent combination of education, training and experience.
  • Must have or obtain a current firefighter "red card."
  • Must maintain a valid Oregon driver's license or obtain one upon hire, qualify for the Tribe's vehicle insurance, and provide proof of personal vehicle insurance.

Qualifications, Registrations, and Certifications:

  • Proficiency in advanced concepts and methods of forest management and silviculture required.
  • Ability to calculate and interpret figures rapidly and accurately, often using arithmetic, algebra, and/or trigonometry required.
  • Must have excellent verbal communication and writing skills.
  • Current knowledge of Pacific Northwest log markets, log accounting and marketing practices required.
  • Must have the ability to read, understand, interpret, and translate technical documents.
  • Must be able to successfully complete tasks independently, with very little and/or infrequent direct supervision.
  • Proficiency in use of analog and digital forestry field instruments required.  Ability to train others in their use.
  • Must be able to work with highly flexible multitask work priorities.  Requires ability to balance work demands from many sources and set priority levels effectively for self and others.
  • Ability to write technical reports and professional correspondence.  Ability to present highly technical information in a way that can be understood by those without technical backgrounds.
  • Must have a good understanding of field and workplace safety requirements, be able to complete job tasks both safely and effectively, and be able to inspect the work of others with regard to safety and effectiveness.
  • Must be able to effectively communicate the Tribe's requirements, interests and objectives to outside parties with potentially competing interests and successfully work through areas of potential or actual conflict.
  • Must have a good understanding of the laws and regulations governing forest practices.
  • Must be able to understand, interpret, analyze, and translate scientific data.
  • Ability to use computer programs for GIS, word processing, databases, presentations, research, timber cruise, forest inventory, and communication.  Ability to train others in their use.
  • Proficiency in map reading, compass orientation, and aerial photo interpretation required.
  • Knowledge of and sensitivity to Native American culture required. Native American employee preferred.

Environmental Factors and Conditions/Physical Requirements:

  • Continually requires verbally expressing or exchanging ideas or important instructions effectively.
  • Continually requires working with fingers rather than the whole hand or arm. Requires repetitive movement of wrists, hands and/or fingers. 
  • Requires standing and/or sitting for sustained periods of time, raising objects from a lower to a higher position and/or moving objects horizontally.
  • Frequently requires walking or moving about to accomplish tasks.  Frequently moving about on streams and in the woods requires balancing on narrow, slippery or erratically moving surfaces.
  • Frequently requires ascending or descending steep terrain using feet and legs and/or hands and arms.  Such activity frequently requires reaching or extending arms for hand-holds to aid in ascent.
  • Field work frequently involves heavy work:  Exerting up to 100 pounds of force occasionally, and/or up to 50 pounds of force frequently, and/or up to 20 pounds of force constantly to move objects.
  • The worker is frequently subject to both inside and outside environmental conditions.  The worker is frequently subject to varied terrain and extreme weather conditions for periods of more than one hour, which may include rain, snow, sleet, hail, wind, sun, fire, extreme heat or cold, extremely high or low humidity, or a combination of these conditions. 
  • The worker is frequently subject to noise, sufficient to cause the worker to shout in order to be heard above the ambient noise level. 
  • The worker is frequently subject to fumes, odors, dust, mists, and chemicals.  The worker is often subject to exposure to animals, such as snakes and insects. 
  • The worker is frequently close to large, heavy machinery.  May be required to work in semi-remote locations and around logging equipment.
  • Supports a safe work environment by performing all duties in accordance with Tribal safety policies and procedures, and Emergency Management Plan.
  • This position requires wildland firefighter training; ability to obtain and maintain a "red card" with at least a Firefighter Type 2 qualification is required.  Must be able to pass the Pack Test.
  • Due to the nature of the interactions with other employees and the public we serve, employees may be required to provide documentation of, or receive, certain health vaccinations.
  • May be called upon to serve as a Disaster Reservist during Emergencies, or when the Tribal Emergency Operations Center is opened.
  • Local travel is frequently required.  Extended travel away from local area is occasionally required.  Travel outside of the state is infrequently required.
