PLANNING & BUILDING SERVICES MANAGER

JOB SUMMARY:

Under general supervision of the Strategic & Community Planning Division Director, this position is responsible for ensuring a high level of service to residents across all areas of the Planning and Building Services Department. This position is responsible for the management and day-to-day operations of the County’s planning and zoning, building, code enforcement and permit services functions.  Responsibilities include:  leading and developing smooth and efficient permit services, plan review and inspection operations, managing coordination across departments and teams to assure the needs of the county and its residents are met, effective budget management and approval, and developing and implementing departmental and county policies. This position may be designated as the County’s Zoning Official and is required to lead and at times perform professional planning activities, ensuring consistency and efficiency among the team of planners. Planning activities may include; advising County officials on long-range land use; the development and revision of land use and zoning regulations, case management; and other special projects as assigned. This position also is responsible for, along with the Strategic and Community Planning Director and the Planning Commission, the County Master Plan, its goals, recommendations and implementation approach;

 

PRINCIPAL JOB DUTIES:

 

Lead the Planning & Building Department.

 

  • Lead, manage, monitor and ensure high levels of customer serves across the Planning, Building, Code Enforcement and Permit Services functions. Facilitate effective coordination with Site Development and Onsite Wastewater Treatment Systems (OWTS) teams.

 

  • Maintain a competent work force by evaluating and selecting personnel, establishing performance standards, provide proper training to assure maximum efficiency, valued staff and positive resident impact. Conduct performance evaluations, coach, mentor, and take appropriate disciplinary action when necessary.  

 

  • Plan, develop, implement and coordinate operational plans for Planning and Building departments, including Code Enforcement, within sphere of responsibility; elements of these plans include, but are not limited to organizational concerns, human resource needs, community benefits and technological components.

 

Interpret and Review Zoning Code

 

  • Serve as authority for interpretation of departmental regulations, policies, and procedures.

 

  • Advise County officials on planning considerations and recommends policy direction to elected and appointed officials.

 

  • Has delegated authority to approve/deny minor land use applications.

 

  • If so designated by the Board of County Commissioners, serve as County Zoning Official and provide violators of a county land use code with written notice of a violation prior to the commencement of any court action.

 

Provide Long-range Planning

 

  • Coordinate overlapping interests with other jurisdictions to assure that the best interests of the County are met.

 

  • Prepare and recommend amendments to land use/development regulations, as necessary.

 

  • Initiate, implement, monitor, update and/or coordinate special planning and building projects, including, but not limited to:  long range planning, The Clear Creek County Community Master Plan, other master plans, and zoning plans. 

 

Provide Administrative and General Support

 

  • Prepare and submit the annual budget for Planning and Building Services, submit to the Strategic and Community Planning Division Director for approval, and assure that Planning and Building departments are managed to the budget. 

 

  • Perform planning case management work as needed including but not limited to:  process planning and land use cases, present and make recommendations to boards and commissions and other committees, track compliance of land use decisions, pre-application interaction with potential applicants, assist the public by answering inquiries and perform site visits as necessary.

 

  • Adhere to all County policies and procedures, and all laws and regulations as they pertain to the management of assigned area.

 

  • Other planning related duties as assigned by the Strategic and Community Planning Division Director or requested by the Board of County Commissioners.

 

 

MINIMUM JOB REQUIREMENTS:

EDUCATION:

BS/BA in Public Administration, Business Administration, Planning, Urban Design or a related profession, and experience within sphere of responsibility, or equivalent combination of education and experience equal to both required education and required experience.  

 

EXPERIENCE:

Minimum of four to six years progressive professional experience in planning, zoning, or land use with a minimum three years supervisory experience.

 

Must be experienced in land use procedures and legal implications of land use decisions.

 

Planning experience in the public sector is desirable.

 

 

CERTIFICATIONS & LICENSES:

AICP certification desired

 

 

KNOWLEDGE, SKILLS, & ABILITIES:

Thorough knowledge of land use law and application

 

Strong organization and time management skills

 

Must have the ability to maintain a high level of professionalism

 

Ability to accurately and effectively transmit and receive information that is necessary to the accomplishment of goals and objectives including effective written and oral communication; ability to keep customers, subordinates, peers, and supervisors informed; and the ability to listen. 

 

Knowledge of the structure and content of the English language including the meaning and spelling of words, rules of composition, and grammar.

 

Exercise independent judgment and critical thought.

 

Must possess strong interpersonal, decision-making and management skills. 

 

Able to maintain courteous and effective working relationships with the public, County departments, co-workers and other agencies. 

 

Skilled in writing, research, and data management

 

Computer proficiency required in using word processing, spreadsheets, and databases.

 

Must be proficient in interpreting maps, and identifying and resolving contradictions or discrepancies between mapped data and actual physical characteristics of land

 

Must be knowledgeable in preparation of legal descriptions and fundamentals of land surveying

 

Requires a level of knowledge and ability to accomplish tasks or projects in a consistent and accurate manner and in a variety of situations

 

Knowledge of the various ordinances, codes, and regulations pertaining to zoning, building, and land subdivision.

 

Understanding of graphic information systems (GIS).

 

NECESSARY SPECIAL REQUIREMENTS:

 

Must have valid Colorado Motor Vehicle Driver’s License

 

Must pass background check:  Criminal and Traffic

SUPERVISORY:

Instruct, delegate and review the work of at least nine (9) planning and building services personnel.
