The Fish and Wildlife Service Experienced Services Program was established to create a unique partnership to help solve the workforce issues facing government agencies. The Fish and Wildlife ESP connects experienced workers (age 55+) to the Fish and Wildlife Service to provide scientific, technical, and administrative services in support of the Fish and Wildlife Service priority multiple-use related programs and authorities. The experienced workers participating in the Program are referred to as Enrollee and are not employees of FWS or National Experienced Workforce Solutions (NEW Solutions). NEW Solutions is the ESP Non-governmental organization (NGO) responsible for administrative aspects of the Program, and the Enrollees work under Fish and Wildlife Service direction to assist the Agency staff in carrying out the Fish and Wildlife Service mission. Fish and Wildlife Service ESP Enrollees benefit from the opportunity to keep technical skills current, to access new training opportunities, to engage in gainful project-based positions, and to undertake meaningful tasks using their experience and talent to contribute to the environment, the national economy and their own financial security. Background security investigation may be required prior to start date. Location, hours and hourly pay are noted in this position description. FWS ESP positions are meant to provide temporary, project-based support. This position is currently funded for approximately 1404 hours at 27 hours per week. (this is subject to change based on budget and other factors). Position work could be largely conducted via telework within the 13 states of the Northeast Region (Maine, Massachusetts, New Hampshire, Vermont, Rhode Island, Connecticut, New York, Pennsylvania, Virginia, West Virginia, Maryland, New Jersey, Delaware).

Qualifications:

Minimum of 5 year(s) of experience in cultural resources study/compliance. OR MA/MS Degree in North American archaeology especially the Northeast/Mid-Atlantic U.S.A.

  • Must be highly organized and have attention to detail.

  • GIS Skills a plus but not required.

Duties:

Provide professional cultural resources National Historic Preservation Act (NHPA) review services for Inflation Reduction Act (IRA) infrastructure projects within the Northeast Region.

  • Examine and complete Section 106 of the NHPA compliance reviews for IRA projects within the Northeast Region: *Work with FWS staff, project proponents, partners, volunteers, Tribes, and other archaeologists to manage the Section 106 process and cultural resources that may be impacted by FWS activities on FWS and nonfederal land. *Consult with State Historic Preservation Officers (SHPOs), the Advisory Council on Historic Preservation (ACHP), Tribal Historic Preservation Officers (THPOs), and other interested parties concerning the effects of undertakings on historic properties. Negotiate methods and procedures and provide recommendations to adequately address historic preservation and other cultural concerns. *Conduct research at libraries, agencies, and other institutions for archaeological, historical, and ethnographic information. *Perhaps conduct archaeological surveys, site identification, and evaluations using standard archaeological and historic preservation techniques for compliance with Section 106 of the NHPA. *Prepare site, project, and evaluation reports using forms and formats acceptable by State Historic Preservation Offices and FWS. Prepare letters to and agreement documents with SHPOs, Tribes, and agencies for compliance with NHPA. Apply the terms and conditions of Programmatic Agreements. *In consultation with the Supervisor make determinations of effect and provide data, rationale, policy and legal compliance for such determinations. Provide alternatives on cultural resources management for project leaders. *Serve as liaison between the FWS and Tribes and FWS and SHPO. Set up and execute consultation with these parties on all cultural resource issues. *Create new procedures for historic preservation compliance that meet the requirements of law and regulation while also facilitating the mission and needs of the FWS.   65%
  • Implement the ongoing administrative system within the Historic Preservation Office in the Northeast Region: *Update and maintain cultural resource computer records tracking project status, sites, inventories, consultations, artifact collections, and other pertinent management information. Provide information for various comprehensive reports. *Prepare scopes of works for contracts to conduct archaeological and anthropological work for FWS lands and projects. Serve as the Contracting Officer's Technical Representative on cultural resource contracts. Review cultural resource documentation prepared by consultants, distill, and transmit to consulting parties. *Provide professional advice, assistance, and training for FWS staff on issues concerning cultural resources.   25%
  • Comply with other applicable cultural resources laws such as the Archaeological Resources Protection Act (ARPA) and the Native American Graves Protection and Repatriation Act (NAGPRA): *Evaluate Archaeological Resource Protection Act (ARPA) permit applications, issue ARPA permits, track ARPA permit compliance. *Assist FWS staff and LE officers to implement the site protection provisions of the Archaeological Resource Protection Act (ARPA), as necessary. *Exercise the provisions of the Native American Graves Protection and Repatriation Act (NAGPRA) as necessary.   10%

  • Any on the job training will be provided to the enrollee.
  • Required Certifications: ?Must meet the minimum DOI standards for a professional archaeologist.
  • Travel Requirements: 4-8 days a month
  • Overnight travel: 4-8 days a month
  • Air travel anticipated: once or twice every 3 months
  • Physical requirements: Ability to visit project sites, SHPO/THPO and other partner offices, and conduct archaeological field surveys if needed (rare)
  • Remote work arrangements are available for this position.
