Human Resources Manager

Summary: The HR Manager plays a crucial role in managing and overseeing all human resources functions at the Guam Seventh-day Adventist Clinic. This includes but not limited to recruitment, employee relations, performance management, benefits administration, and compliance with relevant employment laws. Contributes to the development and implementation of HR policies and procedures to ensure a positive and productive work environment.  This position will exemplify Guam SDA Clinic Mission, Vision, and Values

 

Responsibilities:

  • Recruitment and Onboarding:
    • Coordinate the recruitment process, including job postings, candidate screening, interviews, and selection.
    • Conduct new employee orientations and ensure a smooth onboarding process.
  • Employee Relations:
    • Address employee concerns and grievances in a fair and timely manner.
    • Foster a positive workplace culture and promote effective communication among staff.
  • Performance Management:
    • Implement and oversee performance appraisal processes.
    • Work with department managers to address performance issues and provide guidance on improvement strategies.
  • Benefits Administration:
    • Administer employee benefits programs, including health insurance, retirement plans, and other fringe benefits.
    • Serve as the point of contact for employee inquiries related to benefits.
  • Policy Development and Compliance:
    • Develop and update HR policies and procedures to ensure compliance with relevant laws and regulations.
    • Stay informed about changes in employment laws and update policies accordingly.
  • Training and Development:
    • Identify training needs and coordinate professional development opportunities.
    • Support employee growth and career advancement initiatives.
  • HR Record Keeping:
    • Maintain accurate and up-to-date employee records/service records.
    • Ensure compliance with data privacy and confidentiality standards.

 

Required Skills/Abilities

Proven experience as an HR Manager in a healthcare setting or similar environment.
Knowledge of healthcare-specific HR regulations and compliance requirements.
Strong interpersonal and communication skills.
Ability to handle sensitive and confidential information with discretion.
Detail-oriented and organized with excellent time management skills.

Required Education and Experience

Bachelor’s degree in human resources, Business Administration, or related field.  Equivalent combinations of educational achievements and work experience may be considered in lieu of the specified qualifications outlined in this HR Manager job description.
Should possess at least three (3) years of progressively responsible HR management experience. PHR or SHRM and healthcare experience preferred.
