Chief Information Officer

The Chief Information Officer (CIO) provides broad leadership and vision for Swope Health Information Technology Initiatives. This executive is responsible for leading both clinical and non-clinical technology operations and ensuring all procedures and systems are sound and in place for the effective protection of all Swope’s Health and Business records.  Additionally, the CIO is responsible for leveraging new and existing technology to ensure that it is used to its fullest potential for the benefit of Swope Health operations.


  1. Affect the overall success of the organization through timely and thorough planning and analysis of business and operational performance and trends. Ensure proper plans, processes, and business measures are in place and evaluated on a regular basis.

  2. Establish and/or enforce all business operations policies, standards and practices.

  3. Ensure that all operational processes within the organization are performed according to the highest professional standards and in clear compliance with all federal, state, local laws and industry regulations.

  4. Tracks performance excellence metrics and leads Swope Health’s performance improvement efforts for Information Technology and the development/growth of Swope Health.

  5. Recommends and manages to Swope Health’s performance targets; determines interventions necessary to improve performance.

  6. Leads IT strategic and operational planning to achieve business goals by fostering innovation, prioritizing IT initiatives and coordinating the evaluation, deployment and management of current and future IT systems across the organization.

  7. Oversees the design and development of Swope health informatics to ensure the highest and best use of the EMR and related systems for Swope Health Operations.

  8. Oversees the design and development business analytics, and data reporting to measure performance and support organizational decision making.

  9. Develops and maintains an appropriate IT organizational structure that supports the needs of the business.

  10. Leads the development and marketing of new businesses and implementation of IT infrastructure and data connectivity.

  11. Establishes IT departmental goals objectives, and operating procedures consistent with the organization’s Strategic Plan.

  12. Develops, tracks, and controls the information technology annual operating and capital budgets.

  13. Identifies opportunities for the appropriate and cost – effective investment of financial resources in IT systems and resources, including staffing, sourcing, purchasing and in-house development.

  14. Manages strategic relationships between IT resources and external entities, including vendors and partner organizations, monitors service level commitments for nationally contracted vendors.

  15. Oversees the development, implementation, installation, and operation of information and functional systems for the organization as well as adequate change management policies.

  16. Oversees the development, implementation, and monitoring of management information systems policies and controls to ensure data security, accuracy, security, and legal and regulatory compliance.

  17. Provides support to end users in the selection, procurement, usage, and maintenance of software programs and hardware.

  18. Identifies user needs and directs building of MIS teams to work across all levels of the organization.

  19. Serves as the Information Security Officer.

  20. Ensures that confidentiality of patient, staff, and appropriate management data is maintained, and delivers immediate and certain consequences when confidentiality is compromised

  21. Additional duties as assigned.


  • Master’s degree in Computer Science, Software Engineering, Information Systems or a related field of study required.

  • At least seven years’ experience in Information Technology Management at the director level or above in an organization wide leadership role required.

  • Experience working with EMR systems strongly preferred.

  • Technology experience in healthcare strongly preferred.

  • Experience managing compliance with laws and regulations related to privacy and the delivery of ambulatory and behavioral health care services from an information technology standpoint required.

  • Strong business acumen and change management skills required.

  • Knowledge of network, security, servers, applications and help desk technology environment. Among other technologies, SH deploys virtual servers, VMWare, SAN Storage, MS IIS 5 Internet software, MS SQL Server software; MS Windows Professional and MS Windows Server operating systems; MS Active Directory Architecture and Netwrix; MS Word processing software; IBM and Compaq Servers; Cisco routers; firewalls; TCP/IP architecture; and Network Security/Virus Control” eClinicalWorks” EMR, , Citrix environment, Exchange for emails strongly preferred.

  • Demonstrated success in establishing relationships with individuals and organizations of influence, including vendors, suppliers, internal and external resources.

  • Demonstrated success with planning, analysis and implementation of decisions affecting new business growth and development.

  • Demonstrated success in selecting, developing, motivating and directing high performing teams.

  • Experience working in a certified PCMH environment preferred.

  • ·Ability to present innovative ideas in business-friendly, user-friendly language as well as budget conscious and strategic orientation desired.
